We might be able to do the check only for localized entries. But that would 
still break if a non-ascii user creates e.g. a desktop file with GNOME. 
Because I assume that you get a "Name=" entry with local encoding then.

It doesn't try to be "right" it tries to be "behaviour compatible with 
current GNOME releases"
