There is in fact no difference in first place. However 
kcmshell Personalization/newsticker breaks as soon as the newsticker module
is moved into a different location (some distributors tend to re-organized the
menu structure, including the kcontrol menus) . Don't worry, it's just a 
minor change ;-)
