We(I and danimo) changed this since there was a desire for java and 
javascript to have their own control tabs since there were more configuration 
options we wanted to add for each separate area.

We could have a server settings tab where you would set these individual 
server settings, and then you could have tabs for each of the others to set 
their options.  That shouldn't be too hard I think.  The server settings page 
could get big though and end up being more confusing to people.  I can see 
your point though.  I'm not sure what the best direction would be.  Myself, I 
like having the servers separate, but I only do stuff with java and 
javascript, I don't do a lot of cookie management.

Thoughts?
