That's because:
a) It is started with KRun instead of startsServiceByDesktopName()
b) kcmshell loads all modules at once instead of delaying that until
they are actually being used
c) the modules do all kinds of stuff that seem very unnecassery. (Why does 
konqhtml start two slaves to read the current directory???)
