Yes but that's not what it's looking for.
It's looking for file.protocol, installed under $KDEDIR/share/services,
and cached in ksycoca.
-> check the file is there, and the dir is the one KDE looks for
(e.g. KDEDIR, etc.), and check also if ksycoca ran at least once.
