klipper is started from $KDEDIR/bin/startkde, so it starts whenever you start
kde. I'm wondering if we should start it the first time from kwizard (do we
still have such a thing, launched on the very first startup?) and let kicker be
restarted by sessionmanagemet, as it used to.

PS: you shouldn't get any popups when highlighting URLs in Netscape or
Konqueror, if you do, please have a look at your ~/.kde/share/config/klipperrc
and your $KDEDIR/share/config/klipperrc. There should be a [General] section
with an entry
No Actions for WM_CLASS=Navigator,konqueror,mozilla-bin

If you have this and still get the popups, then you're perhaps using a different
windowmanager than kwin? One that doesn't set the _NET_ACTIVE_WINDOW property?

PS: those popups are off by default since beta4, I think.
