Well, it's in the kdebase/kcontrol/email, so I guess that it's supposed to be 
the general email setup, isn't it ?

That's exactly what I have on mind.
I think that people who would want to report bugs ( via email ), have 
probably installed kdenetwork anyway, so this should work for most of the 
cases.
