Hi

UserRectSel is used in kicker, the taskbar and kasbar. All of them contain a 
copy of the code. May I move it to kdeui (KUserRectSelect)?

It's a helper widget that alows the user to choose (by dragging) from a list 
of possible new locations for a toplevel widget like the panel.
