why the restriction to 3 packages? What if there are more packages which
want to be released? Playing dice?

I very much agree with the idea. Releasing entire packages instead of
single programs wastes a little bandwidth by shipping apps that might not
have changed from a previous release, but it certainly keeps packaging
and installing easier (package kdenetwork conflicts with
ksirc-0.8.2-1.rpm, etc.).
