Indeed.
Somebody made kcmshell dialogs "always on top".
I'm not sure this is the right thing to do........ but if it is, then they
should also make the file dialog they launch "always on top".

Why do they have to be stay on top ? They're certainly not modal (you can open one,
do something else, then come back to it....)
