This is related to arts since it uses MCOP and not DCOP...
Did you try doing a make clean (cvs-clean if cvs copy) and
recompiling again or was this a clean install ??

Did you try what Matthias suggested ?  MCOP will not be utilized if you stop
the artsd from being started...
