the bgmanager in the panel tray isn't consistent with other docked
programs.  The right mouse button brings up a menu while the left mouse
button changes the background.  On Windows, and with other docked
applications, the left mouse button brings up the menu.

Anyone agree that this should be changed?  Perhaps the middle mouse button
should change wallpaper w/o a menu.
