Eh?  It certainly *is* development specific.  If we do our job
correctly by 2.1, there will be GUIs for completely changing all parts
of the file (not just toolbars like now).  When this happens, the NO
users will have to care at all about the format of the file.  The
*only* people that will care are developers.
