Actually, on second look, it *does* work.  There are two issues here:

1) You must restart kdesktop (for now).  The menu building code cannot
   be called twice (yet) so an automatic update isn't (yet) possible.

2) You must have mac style disabled.

Basically, kdesktop will use the top level menu if EITHER the top
level menu item is checked in the kdesktop panel OR the mac style is
enabled.
