Now I know why it as failed for me. I hate mysteries. Well, actually I
love them; what I hate is when I can't seem to solve them. ;-)

"make -d" made clear what happened. Before I used srcdir != builddir
I build KDE in srcdir. Before I changed to srcdir != builddir
I did a "make distclean" in srcdir but that didn't remove the HTML
directories there. 

"make" in builddir also considers the HMTL directories in srcdir and
therefore skips the HTML: rule.

So this should only be a problem if someone (like me) changes to
srcdir != builddir without nuking srcdir and doing a new checkout.
