What you understand under "menu key"? The Start Menu key or the Context
Menu key?
Anyway, what about the other one? Is something like XK_Menu defined for
it, too?

What's the problem with the way it currently is? I.e. the menu appears
on press. But it stays there if you release the button right after
pressing without moving it(Which is what you want, if I got it right).
So you can do both press-drag-release_and_select or
press-release-drag-select. But you can't do the first thing if the menu
always appears on release. I would hate that.
