Sure !!
Imagine you "make install" in kdebase. You don't want to relaunch 
the thing every time a mimetype file is launched.
You want to at least wait a little before doing it, so that
you catch further updates. Why hurry anyway...
The current timeout is 5 seconds after the last update.
