It does not block. I tested it and it works in any configuration:

1)
 a) Soundcard driver compiled in
 b) soundcard driver loaded as a module.
2)
 a) Soundcard present
 b) Soundcard pysically removed from the ISA slot

I tested all 4 combinations and it's working like a charm. This was
for version 1.1, IIRC.
