Yes, and that's why I suggested to use an installation script
which would take as input some tags with actions to perform
on the existing global config file, like ADD/REMOVE/UPDATE.

All settings previously set by the sysadmin and still valid for
the new release would be kept untouched.

PS : The strength of the Unix world is its text tools. Let's not make
it weak with silly, closed and unrecoverable binary formats.
