I think a great amount of this will be discussed at KDE Two, and given that it'll finish on 10 Oct, I don't think 15 Oct is a good date for a freeze in kdelibs. People who have new ideas in KDE-Two (and I hope it will give great ideas), won't be able to work on them (using CVS) until kdelibs are unfreezed (and that's on 1 Dec from your plans, just 2 months later). Hmm, well, CVS branches are there for that I suppose.
