Shouldn't icon-themes appear in the home-directory
( ~/.kde/share/icons ... ) ?
In addition to that we should adopt another naming-
scheme for icons -- Something like:
icon-device-cdrom.png
icon-mime-image.png
GNOME already uses something similar to that
(with gnome-... instead of icon- ...)

Yes we would need something like
/share/toolbar/locolor
/share/toolbar/hicolor
And we need a change concerning the toolbar-buttons:
Right now you can use 22x22 pixel-pixmaps there. If
you color the pixels at the edge of these icons the
picture hits the edge of the toolbar-button. This
looks extremly unprofessional. Of course we should
stick with the size of 22x22. But the area on the
toolbar-buttons should measure at least 24x24.
This way we get a 1-pixel margin around every icon.
of course it should not be possible to paint on this
margin (by using a 24x24-pixel-pixmap.).

Yes, please don't touch it!!! Otherwise you risk that at least
two peaceloving people would want to become violent and help
you to knock out your insomnia immediately. ;-)))
BTW: Should we create a link from the desktop to locolor.tgz and
add a document that describes what to do to install the locolor-
icons?
