GSoC is run by the Google Open Source Office and this program particularly is done by about 3 people; I don't believe they are actually reviewing all the applications, that's up to the mentoring orgs (KDE). Then Google has tens of thousands employees, I also don't believe everyone of them knows terms to 3rd party usage of some of their products.
