Just for you information: The ex-telephone-monopolist in Germany has 
just recently introduced capped connections for standard DSL contracts. 
There has been a large outcry in the IT community, but the contracts 
were not changed. It's still not clear whether the capping will ever 
become effective; currently, it's not effective (probably due to 
technical reasons).

Conclusion: You better avoid extrapolating your experience to the world.
