Discipline? I assume the kde-workspace developers are all aware of the rules, 
and they are busy working on frameworks branch. I doubt other KDE developers 
would commit there new features. Bugfixes, string fixes maybe, but not features.
You can also do post-commit reviews (for bugfixes, as I assume new features go 
through reviewboard) and raise the flag if something got it that shouldn't be 
there.
