KDM is a full-blown display manager while LightDM-KDE is just the greeter for LightDM - a display manager not part of the KDE Plasma Workspaces. These two projects serve different needs and are not competitive (even if they were I want to point out that we also ship two file managers). At the moment including LightDM-KDE just means that we make it an alternative distributions can use. We btw already discussed that on the plasma mailinglist and so far all agreed that it does not have to replace KDM and that those two can be shipped alongside.
