Right, a constant complaint in this thread is where the policy is all 
documented, so I've started a new page in TechBase for this purpose:

Can the people who actually know what they are talking about edit as required 
:-)

The intent of this page is a high-level summary of the policy and general 
technical rules, please put any in-depth technical information on separate 
pages, e.g. the in-depth C++ ABI stuff should stay on its separate page.

Once in good enough shape, could someone with high enough TechBase rights 
please add the link to the http://techbase.kde.org/Policies page.
