Good point, it's the way KToggleAction::setCheckedState already worked in 
kde3. The checkbox-in-menus is a change coming from the port to Qt4 QActions.
So from an app developer's point of view, having setCheckedState work this way 
would be ideal. The question is whether it's actually possible to implement it 
that way.
