Agreed. In KDE3 times Quanta had some runtime dependencies on other 
apps, like KImageMapEditor, KFileReplace, Cervisia, Kommander. It was 
not mandatory to have them, but they were useful for most users, so on 
startup it checked for their existence and recommended to the users to 
install them. With such an API the user on some distros could have 
install them right away.
