No we are not. E.g. in Germany it is legal to use libdvdcss for
private use. That means you are not prosecuted for using libdvdcss.
Nevertheless the "content mafia" may sue you in a civil process. For those
who do not trust me: please read  § 108b Abs 1 UrhG. As the German law is an
adoption of EU law this should apply at least for complete Europe. (Btw I
got this information from the the German Bundestag)
