Phonon is not in kdesupport anymore so I don't see why this should be. And 
there are packages for QtDBusMenu.

The techbase page on how to build KDE trunk should help for people not on this 
list and I encourage developers "in the know" to improve this doc in order to 
help to build trunk. I only discovered today how to deal with Qt Phonon and 
KDE Phonon... This is especially important in regard of those GSoC and SoK 
students that will have to do this.

This new dependency probably should have been announced last week in order for 
core people to be already in the loop and not just after the commit to ease
