Agreed. Internationalisation is the developer view of these settings, from a user point of view it's making things local. Calling it 'International' implies to the user settings to do with other people/countries, not themselves. Then again, OSX does call it it 'International'. Windows calls it 'Region and Language'. Localisation is too long and the current Region is perhaps not clear enough, so Locale is the best I can think of. I don't think 'Plasma Containments' is a good name, too much techie buzz word, is there a generic sounding user description? Bikeshedding is fun :-)
