Yes.
In this particular case there should be a visible notification that says:
"The system's gonna hibernate for low battery in 10 .. 9 . 8 ... seconds" so 
that the user understands why his screen just went black.

This will not only inform the user about the upcoming state (what can't be 
done when the system's down) but also offer the opportunity to plug AC (in 
case it's available) and this way automatically cancel hibernation.

There's however no need to grab focus or even contain any active elements at 
all.
