Does this really fall under the umbrella of localisation? I mean it's
not really a case of
differing-customary-usages-within-particular-geographic-or-language-groups.
More a case of picky-nerds-want-it-to-work-this-way. (No offense
intended.) I can't really think of a better place for it, but it would
be pretty strange if certain locals used a different default for this
setting than others.

And speaking of picky nerds, I miss the "Show file sizes in bytes"
option that Konqueror had in KDE3. I liked it because it made it
particularly easy to identify the large and the small files within a
directory without having to compare units. But I'm not sure that makes
sense as a locale wide option, maybe just a  file management
(Dolphin/Konqueror/KFileDialog) option.
