keyboard_layout kcm also uses flags from installed l10n packages

it also uses some (ugly) heuristics to deal with the layout names
which are not quite countries to try to deduct the right flag, hough
this code may be getting obsolete with newer (and cleaner) structure
of xkeyboard-config names - I haven't had a time to recheck
