runtime: things that must be installed for applications to successfully run, 
but which aren't build dependencies. this includes the helpviewer, various 
kded plugins, core ioslaves, etc. must be portable.

workspace: the "desktop". no applications should require workspace (though 
they may integrate well with it), and workspace applications need not be 
portable off of x11 (though they can be; it's just not a hard requirement). 
this provides the basic (as in "essentials") shell that one logs into.
