If you use %2F in the path, it is a path separator.

%2F *is* a slash.

%3F is a question mark, but it gets encoded because the literal question 
mark is used to indicate the beginning of the query.

The slash, however, has no special meaning. So it gets converted back to 
the literal '/'.
