As Aaron just pointed out on IRC, kicker+kdesktop are not that much
better than plasma applets. A small simple icon moved on my kde3 desktop
makes kdesktop go beyond 10% and X11 go to something like 30% cpu usage.

Not that I'm aware of, nobody started to work on any desktop/panel,
besides the plasma people.
