The current tasks applet is functional on a very basic level in that you can use it to switch between, minimize and restore tasks. Getting it into a "good enough for the first beta" state is probably about a week's work. The taskbar and start menu are not very useful without panels though. When Aaron finishes implementing panels in Plasma it should be possible to put the applet in the bottom, top or side panel and make use of it.
