To avoid a misunderstanding: The setting is not meant to globally disable 
_all_ background images. It changes the behaviour in all cases 
where "default" is selected as the background setting (in applications, on 
the desktop, in plasmoids etc). If the user has selected something other 
than "default", then this settings has no effect.

In 4.1, applications with configuration settings for background images can 
hopefully use the planned "appearance" configuration widgets to automate 
this, but applications without such user configuration will still need to 
access the setting directly.

Also, I would like to see such a choice named "default" at least in the most 
central KDE applications (Plasma, Dolphin, Konqueror) in KDE 4.0 since it is 
not difficult to implement.
