One nice way to separate kcm modules would be based on their requirement 
for root permissions.  kcm modules that apply to just the current user and 
will never need root access are "user" settings (themes, colors, 
accessibility).  kcm modules that apply globally and require superuser 
access to make any meaningful changes (samba file sharing, X 
configuration) would be system settings.  kcm modules that support both 
modes would either appear in both sections or in their own section.  Just 
throwing out some ideas and seeing what sticks.
