I withdraw my request then.
To me they fit logically in kdepimlibs.  But I'm ok with the current situation.

So:
 kdepim->kdebase->kdepimlibs->kdelibs

(kdebase/kdeprint requires kdepimlibs.  there may be other pim dependencies in kdebase)
