In my KDE version (3.5.6) Alt only functions as a normal modifier key, and I 
object to reimplement a broken feature that was removed some time ago from 
KDE.

Sorry, I did not make my argument clear.

I said that global shortcuts (Desktop and window management; navigation) 
cannot be used by applications. Those are limited in number, and we can 
reduce the number by making KDE more consistent with them.

Since there is no technical solution to automatically switch between vastly 
different application shortcuts schemes depending on the platform, and since 
there is no way for application authors to create all those different schemes 
without running all those platforms, it is much easier to define few F-keys 
and other global shortcuts that are out of bounds for applications.
