Yes, since they come from academics (or rather from natural and technical sciencies, I should say), where PDF is *THE* format for publications (written in latex). We have a real need for PDF viewers that can do more than just viewing. We usually don't use office applications (usually, if you get a .doc file of a paper, you can be sure that the author is not a mathematician, but rather someone from economics and the paper can be safely ignored), but work only on tex files and pdfs. So, in short, a pdf viewer and a Text- / TeX-Editor are our main office applications. Our co-authors send us either the tex sources or the pdfs to proof-read them, so we need to do annotations to PDFs (currently, I print out the pdf, mark the changes on paper and then write an email with all changes, indicated with page and line number. Having annotations would simplify that a lot). To distribute e.g. an appendix of a paper to the students, we need to extract pages. To view a presentation that some idiot in Powerpoint pdf-printed with the wrong orientation or to view the scanned-in application of a student, we need to turn pages, etc. When writing papers, we need reverse-lookup (i.e. clicking on a part in the pdf jumps to the line in the tex-editor that generated that paragraph).
