such a "snapshots deluxe with the kitchen sink too!" type app would probably 
make a certain number of people quite happy, including apparently yourself. 
so certainly, go for it!

it belongs in kde extragear, however, not kdegraphics. the main modules are 
for applications that have broad audience appeal and there should be as 
little (preferably no) duplication of primary usage as possible.
