Probably because you didn't read it right. Hint: I didn't use the word 
"ruthless". And as for forcing... well, that's what defines rules and not 
suggestions. If I can ignore it, it's not a rule.

So the way to make it more official that this is everyone's code... is to 
apply a policy decided on by a small subset of KDE contributors?
