Yeah, could be better, but I don't think it's possible to do in 3.5 
without changing each and every application. Maybe by changing the 
KTabWidget class in a way that on construction reads the global setting 
and uses that by default, but still you need to review all the 
applications using KTabWidget and make sure that they don't overwrite 
the default behavior (unless they provide a GUI to change this 
behavior).
