So we can check either :

if(CMAKE_C_COMPILER MATCHES "cl\.exe")
or 
if(WINDOWS AND NOT CYGWIN AND NOT MINGW)

Could you please also run cmake on the attached file, it produces a 
"AbsPathTest.txt" and post the contents ?
