This is true, but it can change :-)
In the case that we decide for cmake as the next buildsystem, every library 
and application can come automatically with a kdevelop project file.
You check out from svn and just run "cmake <directory> -GKDevelop3". This will 
generate Makefiles as usual, but additionally KDevelop3 project files for 
every directory which contains a "project(kdeui)" command in the 
CMakeLists.txt.
