The KMenu has behaved this way for me for a while (since at least KDE 3.3), 
and I suppose I've got used to it. It is the same in the 3.5 branch. I have 
kicker on the right side of my screen, with 'Size' set to the large option - 
so I don't think my settings are very exotic. I don't have the taskbar (is 
that what it's called?) with a button for every active window.
