Once 4.0.0 is released it is a concern, and then an automatic mechanism should 
be in place. I think that's what's discussed here.
Since 3.5 is the last 3.x release, there shouldn't be any more kdelibs 
releases (except bugfixes), so bc is more or less done for the KDE 3.x 
series.
